0.    INTRODUCTION

       This specification provides the definition of the Dangerous
       cargo list message (IFTIAG) to be used in Electronic Data
       Interchange (EDI) between trading partners involved in
       administration, commerce and transport.

1.    SCOPE

1.1   Functional Definition

       The International Forwarding and Transport Dangerous Cargo List
       Message is a message: 
       
       - from the party acting on behalf of the carrier for the
       gathering of the dangerous goods information of the cargo in a
       certain port or place of call or loading, 
       - to the party acting on behalf of the carrier in the next port
       or place of call or discharge, 
       
       conveying the information relating to one conveyance or voyage
       of a means of transport such as a vessel, train, truck or
       barge, on the dangerous goods being carried on board -
       irrespective of the operations that will take place in the next
       port of call. 
       This message provides the basic information by which the
       message recipient can notify to the local authorities about the
       loading, unloading and transit-related operations, by means of
       the International forwarding and transport dangerous goods
       notification message (IFTDGN).

1.2   Field of Application

       The Dangerous cargo list message may be used for both national
       and international applications. It is based on universal
       practice related to administration, commerce and transport, and
       is not dependent on the type of business or industry.

1.3   Principles

       The Dangerous Cargo List corresponds to IMO FAL Form 7 (in
       preparation), which always has to be on board of the vessel. 
        
       An agent in the following port of call uses the Dangerous Cargo
       List to draw up the IFTDGN message (Dangerous Goods
       Notification) to the responsible authorities in order to report
       the goods discharged, loaded or in transit. 
        
       A shipping agent in a port of loading sends the Dangerous Cargo
       List message to all the agents of the same shipping line in the
       subsequent ports of call. 
       In turn, a shipping agent in the following port of call makes
       up an additional Dangerous Cargo List for the dangerous goods
       loaded in that port, to be communicated to the agents in the
       ports called thereafter. 
        
       More than one Dangerous Cargo List can exist for one vessel in
       case of a consortium. 
        
       Sometimes the Dangerous Cargo list is sent from agent to agent
       via the carrier (shipowner). 
        
       The following guidelines, rules and functionality apply to the
       message: 
        
       *   One message relates to one conveyance/voyage of a means of
       transport. 
        
       *   One message is to be suitable to give information on
       dangerous goods on board. 
        
       *   One message is to be based on the local legal information
       requirements regarding the notification of dangerous goods to
       the (port) authority. 
        
       *   One message may contain several consignments. 
        
       *   A consignment may contain several goods items/dangerous
       goods classes. 
        
       *   Each goods item can contain only one dangerous goods class.
       A goods item reflects the operational description of the goods.
       
        
       *   A dangerous goods class may be transported in one or more
       equipment, and a single equipment may contain one or more
       dangerous goods classes. 
        
       *   The message has to cater for the provision of sending
       updates (change, deletion or cancellation).

4.1   Data Segment Clarification

       This section should be read in conjunction with the Segment
       Table which indicate mandatory, conditional and repeating
       requirements.

0010   UNH, Message header
       A service segment starting and uniquely identifying a message.
       The message type code for the Dangerous cargo list message is
       IFTIAG.
       
       Note: Dangerous cargo list messages conforming to this document
       must contain the following data in segment UNH, composite S009:

0020   BGM, Beginning of message
       A segment to indicate the beginning of the message by
       identifying the message by a document/message number. Update
       (change or replace) messages can be accommodated using Message
       function code together with the Reference to the previous
       message (in RFF segment) quoting the document/message number of
       the message being updated by this message.

0030   DTM, Date/time/period
       A segment to indicate a date/or time applying to the whole
       message, such as date and time of document or message issue.

0040   CNT, Control total
       A segment to specify the number of equipment in the message,
       explicitly given by the sender.

0050   FTX, Free text
       A segment to specify free form or processable supplementary
       information.


0060   Segment group 1: RFF-DTM
       A group of segments to specify a reference relating to the
       whole message, and its date and/or time.

0070      RFF, Reference
          A segment to express a reference which applies to an entire
          message. 
          Note: when this segment contains a reference to a previous
          message which will be updated (or changed or replaced), it
          shall be used in conjunction with data element 1225 in the
          BGM segment.

0080      DTM, Date/time/period
          A segment to indicate date and/or time related to the
          reference.


0090   Segment group 2: TDT-DTM-CTA
       A group of segments to indicate the details of the movement of
       dangerous goods such as means of transport and arrival
       date/times.

0100      TDT, Details of transport
          A segment to indicate the transport information related to
          the visit of a means of transport in the port (main
          transport).

0110      DTM, Date/time/period
          A segment to indicate the sailing date.

0120      CTA, Contact information
          A segment to identify the master of the vessel.


0130   Segment group 3: NAD-SG4
       A group of segments to identify a party and related contacts.

0140      NAD, Name and address
          A segment to identify the party's name, address and
          function.


0150      Segment group 4: CTA-COM
          A group of segments to identify a contact and its
          communications related to the party.

0160         CTA, Contact information
             A segment to identify a person or department within the
             party.

0170         COM, Communication contact
             A segment to identify a communication number of a person
             or department to whom communication should be directed.


0180   Segment group 5: LOC-NAD-RFF-DTM
       A group of segments to identify locations related to the place
       of origin of the dangerous cargo list, ports of loading,
       discharge and calls.

          A segment to indicate locations related to the shipment and
          arrival of a consignment or a segment to indicate locations
          related to the place of origin of the dangerous cargo list.
          The locations to be qualified: 
          - Port where dangerous cargo list was made 
          - Place/port of loading 
          - Place/port of discharge (for cargo to be discharged) 
          - Next port of call (for cargo in transit)

          A segment to identify a party's name, address and function
          relevant in the specified port. The functions to be
          qualified: 
          - Carrier's agent

          A segment to express a reference which applies to the agents
          in the specified port. Reference to be specified:

0220      DTM, Date/time/period
          A segment to indicate the document/message date/time (i.e.
          of the Dangerous cargo list) relating to the port where the
          Dangerous cargo list was made.

       A group of segments to specify (groups of) equipment (with
       guidelines) in which the dangerous goods are transported.

          consignment.

             A segment to identify a goods item within the consignment
             and to indicate the heading of a goods item with the
             number of packages.

             - belonging to the same UN Class of dangerous goods 
             - having the same technical name 
             - using the same type of colli

0340         FTX, Free text
             A segment to specify processable supplementary
             information relating to the goods item. Text subject to
             be qualified: 
             - Description of goods 
             - Special instructions 
             - Packaging information 
             - Packing marking information

0350         PCI, Package identification
             A segment to specify marks and numbers of the goods item.


0360         Segment group 9: DGS-FTX-LOC-MEA-SG10
             A group of segments to specify the dangerous goods
             details of the goods item. A goods item can be classified
             by only one dangerous goods class.

0370            DGS, Dangerous goods
                A segment to indicate the dangerous goods regulation
                information, e.g. IMO code, UNDG number, dangerous
                goods classes, packing group.

0380            FTX, Free text
                A segment to specify processable supplementary
                information relating to the goods item. Text subject
                to be qualified: 
                - Dangerous goods additional information, e.g.
                information on supplementary classifications like the
                Suez Canal class, Singapore class and CFO class 
                - Dangerous goods technical name

0390            LOC, Place/location identification
                A segment to specify cell location details for
                non-containerised cargo.

0400            MEA, Measurements
                A segment to specify the weights of that portion of
                the dangerous goods item. The transport measurements
                to be qualified: 
                - Gross weight 
                - Net weight


0410            Segment group 10:SGP-LOC-MEA
                A group of segments to specify the distribution of the
                dangerous goods item among the transport equipment.

0420               SGP, Split goods placement
                   A segment to identify the equipment in which goods
                   are transported e.g. by their prefix and numbers.

0430               LOC, Place/location identification
                   A segment to indicate locations related to the
                   stowage of the goods. Location to be qualified: 
                   - Stowage cell

0440               MEA, Measurements
                   A segment to specify the weights of that portion of
                   the goods item in the transport equipment. The
                   transport measurements to be qualified: 
                   - Gross weight 
                   - Net weight

0450   UNT, Message trailer
       A service segment ending a message, giving the total number of
       segments in the message and the control reference number of the
       message.
