INTRODUCTION This specification provides the definition of the Customs declaration message (CUSDEC) to be used in Electronic Data Interchange (EDI) between trading partners involved in administration, commerce and transport. 1. SCOPE 1.1 Functional definition This Customs Declaration Message (CUSDEC) permits the transfer of data from a declarant to a customs administration for the purpose of meeting legislative and/or operational requirements in respect of the declaration of goods for import, export or transit. The message may also be used, for example : - to transmit data from an exporter in one country to an importer in another country; - to transmit consignment data from one customs administration to another; - to transmit data from a customs authority to other governments agencies and/or interested administrations. - to transmit data from a declarant to the appropriate data collection agency on the movement of goods between statistical territories. 1.2 Field of application The Customs declaration message may be used for both national and international applications. It is based on universal practice related to administration, commerce and transport, and is not dependent on the type of business or industry. 1.3 Principles This message incorporates the necessary transport, statistical and customs information. Provision has also been made for the inclusion of appropriate commercial information which may be accepted by customs in lieu of supporting documentation. The design principles adopted allow for referencing one or more commercial documents pertaining to the same declaration and for the grouping of document lines into a single customs item. A customs item consists of the grouping of those document lines having the same customs characteristics (e.g. tariff number, declared use, etc.). The message correspondingly permits the use of single or multi-packaging concepts and their identification to a customs item. 2. MESSAGE DEFINITION 4.1 Segment clarification This section should be read in conjunction with the segment table which indicates mandatory, conditional and repeating requirements. 4.1.1 Header section Information to be provided in the Header section: 0010 UNH, Message header A service segment starting and uniquely identifying a message. The message type code for the Customs declaration message is CUSDEC. For example, port of loading, office of entry, etc. 0050 DTM, Date/time/period A segment identifying dates, times or periods relevant to the whole message. For example importer, ultimate consignee, etc. 0290 RFF, Reference A segment identifying references relating to the party specified within the group. For example, a special mailing request number for refunds relating to the customs transaction. 0300 CTA, Contact information A segment identifying a contact person(s) or department(s) associated with the party specified in this group. 0310 COM, Communication contact A segment identifying the phone number, fax number or other communications number of the party and (or) contact specified within this group. 0320 Segment group 7: TOD-LOC-FTX A group of segments identifying the terms of delivery pertinent to the entire message. 0330 TOD, Terms of delivery or transport A segment identifying terms of delivery, relevant to the entire message, in a coded format. 0340 LOC, Place/location identification A segment identifying a location related to the terms of delivery identified in TOD. 0350 FTX, Free text A segment identifying the terms of delivery in narrative form. 0360 Segment group 8: MOA-SG9 A group of segments identifying monetary amounts, currencies and their exchange rates, when required for the whole declaration. 0370 MOA, Monetary amount A segment identifying a monetary function and up to five monetary amounts. 0380 Segment group 9: CUX-DTM A group of segments identifying currencies, a rate of exchange and a related date for a monetary amount identified within this group. 0390 CUX, Currencies A segment identifying currencies and the rate of exchange for a monetary amount identified within this group. 0400 DTM, Date/time/period A segment identifying a date related to the information contained in the CUX. 0410 Segment group 10: EFI-CED-COM-RFF-DTM-QTY A group of segments that refers through an external file identification to each of the external files and giving additional information about each of the files. 0420 EFI, External file link identification This segment will identify the external files by indicating the file name, file number and its sequence number in an exchange. 0430 CED, Computer environment details To give precise definitions of all necessary elements belonging to the configuration of a computer system, e.g. hardware, firmware, operating system, communication and application software. 0440 COM, Communication contact To identify a communication number of a department or a person to whom communication should be directed. 0450 RFF, Reference A segment giving reference related to the file identified by a previous external file link identification segment. 0460 DTM, Date/time/period This segment will convey the date/time details of the external file. 0470 QTY, Quantity The size/volume of the external file identified in the previous external file link identification segment. 0480 UNS, Section control A service segment placed at the beginning of the detail section to indicate the beginning of that section. 0490 Segment group 11: DMS-DTM-MEA-SG12-SG14-SG15-SG17-SG19-SG20-SG22 A group of segments identifying line item details for a commercial document. 0500 DMS, Document/message summary A segment identifying the commercial document number, the document type and the number of detail lines within the document heading this group. 0510 DTM, Date/time/period A segment identifying a date related to the commercial document identified in DMS. 0520 MEA, Measurements A segment providing measurements values for the whole commercial document where required by an administration. 0530 Segment group 12: MOA-SG13 A group of segments identifying various monetary amounts, currencies and rates of exchange that pertain to the whole commercial document. 0540 MOA, Monetary amount A segment identifying a monetary amount related to the whole commercial document. 0550 Segment group 13: CUX-DTM A group of segments identifying currencies, rate of exchange and an associated date. 0560 CUX, Currencies A segment identifying currency details and a rate of exchange related to the preceding MOA. 0570 DTM, Date/time/period The effective date of the rate of exchange reported in this group. 0580 Segment group 14: TOD-LOC-FTX A group of segments identifying the terms of delivery pertinent to the whole commercial document. 0590 TOD, Terms of delivery or transport A segment identifying, in a coded format, the terms of delivery relevant to the entire document. 0600 LOC, Place/location identification A segment identifying a location related to the information contained in the TOD. 0610 FTX, Free text A segment identifying the terms of delivery in narrative form. 0620 Segment group 15: NAD-SG16 A group of segments identifying the parties and other related documentary requirements associated with the whole commercial document. 0630 NAD, Name and address A segment identifying the parties and addresses relevant to the whole commercial document. For example, manufacturer, invoicer, buyer, etc. 0640 Segment group 16: DOC-DTM-LOC A segment identifying other documentary requirements associated with a party identified in the preceding NAD segment. For example, purchase order, contract number, etc. 0650 DOC, Document/message details A segment identifying documents associated with the party identified in the preceding NAD. 0660 DTM, Date/time/period A segment identifying a date associated with the information contained in DOC. 0670 LOC, Place/location identification A segment identifying a location related to the preceding DOC. 0680 Segment group 17: PAC-SG18 A group of segments identifying the number, type, and contents of the shipping units associated with the entire commercial document. 0690 PAC, Package A segment identifying the number and type of shipping units covered by the whole document. 0700 Segment group 18: PCI-FTX-RFF A group of segments identifying marks and labels of shipping units associated with the whole commercial document. 0710 PCI, Package identification A segment identifying marks and labels on specific shipping units covered by the entire document. 0720 FTX, Free text A segment describing the goods identified in PCI in narrative form. 0730 RFF, Reference A segment identifying a reference associated with the information contained in PCI. 0740 Segment group 19: PYT-MOA-PCD-FTX A group of segments identifying the payment terms for the whole commercial document. 0750 PYT, Payment terms A segment identifying the payment terms in coded format for the whole commercial document. 0760 MOA, Monetary amount A segment identifying a monetary amount associated with the preceding PYT. 0770 PCD, Percentage details A segment identifying percentage details associated with the preceding PYT. 0780 FTX, Free text A segment identifying the payment terms in a narrative form. 0790 Segment group 20: ALC-RTE-MOA-PCD-QTY-SG21 A group of segments identifying allowances, charges, or adjustments and related details for the whole commercial document. 0800 ALC, Allowance or charge A segment identifying allowances, charges and adjustments related to the whole commercial document. 0810 RTE, Rate details A segment identifying rate information related to the preceding ALC. 0820 MOA, Monetary amount A segment identifying the monetary amount associated with the ALC. 0830 PCD, Percentage details A segment identifying percentage information associated with the ALC. 0840 QTY, Quantity A segment identifying a quantity associated with the ALC. 0850 Segment group 21: CUX-DTM A group of segments identifying currencies, a rate of exchange, and an associated date for an allowance, charge or adjustment reported in the preceding ALC segment. 0860 CUX, Currencies A segment identifying currency details and a rate of exchange related to the preceding MOA. 0870 DTM, Date/time/period A segment identifying a date associated with the preceding CUX. 0880 Segment group 22: LIN-PIA-QTY-PRI-PCD-MEA-QVR-MOA-NAD-GIR-GEI- LOC-SG23-SG24-SG26-SG27-SG28-SG29 A group of segments identifying line item details for a commercial document. 0890 LIN, Line item A segment identifying the line item number and the item number identification of a particular commercial document line. 0900 PIA, Additional product id A segment identifying additional or substitutional item identification codes related to the information in LIN. 0910 QTY, Quantity A segment identifying a specific quantity related to information in LIN. 0920 PRI, Price details A segment identifying price information for a particular line item identified in LIN. 0930 PCD, Percentage details A segment identifying percentage information for a particular line item identified in LIN. 0940 MEA, Measurements A segment identifying secondary quantity information where more than one quantity is required to be reported for a commercial document line. 0950 QVR, Quantity variances A segment identifying the quantity difference an the reason for this difference between the commercial document line and the actual line item. 0960 MOA, Monetary amount A segment identifying monetary amounts required by customs, but not otherwise captured by the commercial document line value. 0970 NAD, Name and address A segment identifying the parties and addresses relevant to a particular commercial document line. For example, manufacturer, ultimate consignee etc. 0980 GIR, Related identification numbers A segment identifying a serial numbers or other related numbers associated with the merchandise on a specific commercial document line. 0990 GEI, Processing information A segment identifying the various indicators required for the importation of merchandise by customs and other agencies. 1000 LOC, Place/location identification A segment identifying a place or location relevant to the line item details for the commercial document. 1010 Segment group 23: DOC-DTM A group of segments identifying customs documentary requirements for a commercial document line item. For example, an import or export license. 1020 DOC, Document/message details A segment identifying a specific customs documentary requirement for a commercial line item. 1030 DTM, Date/time/period A
